A meeting was held of Eden District Council’s Executive last night on 4th December 2018, where the Executive received an update on the public consultation undertaken in respect of the Beacon Villages Masterplan.

Friends of the Lake District voice their concerns about the Beacon Developments to EDC

Friends of the Lake District wrote to the Planning officers at EDC last month voicing their concerns about the proposed Beacon Developments and their impact on the Lake District as well as asking to be able to comment and be kept informed.

Letter to EDC 16/10/2018

Dear Mr Beaty

We understand that EDC are going to say EDC are now listening to the people of Eden as a result of the campaigns against the Masterplan.

We thought it important to tell you where we stand as a group.

We think we have earned the trust of the people of Eden and Penrith and we won’t let them down.

By that we mean – we will not allow EDC to get through the back door what they couldn’t get through the front.

We will stick to our demands.

Minutes of Emergency Meeting of Eden District Council the Town Hall Penrith 6.45pm 11th October 2018

( Keep Penrith Special version )

6.40pm Irritant Bloke stands up saying he is more representative than us unelected Councillors and that he wants to make a statement on behalf of 2,000 people who have gone online after having swallowed his propaganda (KPS).

Chair bangs gavel time, time, and time again. We all say it’s not democratic to make a protest like that. Brave Councillor approaches the Irritant and tells him that he intends to call the police. Irritant sits down and shuts up after saying he will give his statement after the meeting – We all mutter – ‘You do than then’.

6.45 on the dot.
Bang of gavel.
Apologies from the Leader and other Masters of the Masterplan who were either too scared or couldn’t be bothered to turn up as well as a few others. Important we rattle though this tonight, do you know the Eden District Development Portfolio Holder (EDDPH) nearly missed drinks last time there was a Scrutiny Committee ( the joke is in the name ) boy was he mad that the Irritant had nearly caused him to be late. Paving the way for the Masterplan

Below is the Statement intended to be read by KPS prior to the emergency Council meeting at 6.45 on Thursday 11 October 2018.  The Meeting was called to vote through the Local Plan (the plan which isn’t a plan, apparently, because it needs amending and updating continuously).  The statement was read to the public in the foyer at the end of the Council meeting very much against the wishes of councillors who threatened to have public attendees ejected from the Town Hall. Thank you for your letter dated 4 October 2018.

For the sake of completeness I should refer back to my earlier email to you of 3 October which stated:

“The Penrith Strategic Masterplan currently has no legal status and an eight week public engagement process is taking place to garner the public’s views about the proposals contained within it. Next week Councillors will be asked to approve the current emerging Eden Local Plan (2014-2032). In the event that the Strategic Masterplan (in its current or amended form) were to inform a Review of the Local Plan then an appropriate public consultation process would take place, informed by an updated Statement of Community Involvement in accordance with all relevant legal requirements.

Thank you for your prompt response to my email of 3rd October 2018.

I note that you now describe the Penrith Strategic Masterplan Consultation as ‘having no legal status and an eight week public engagement process to garner the public’s views about proposals contained within it’. For myself it that a rather exact definition of a Public Consultation!

I note that in answers to questions from the Public, I presume prepared and reviewed by the Monitoring Officer, that the Consultation is variously described as ‘ an engagement process by which we are seeking the public’s views’ and ‘as an initial engagement process to show the general public what the Council’s Masterplan looks like’. I also note that on page 16 of the main Masterplan Document the following is stated: ‘ You will find details of Consultation Events on our website..’. Campaign Group Keep Penrith Special obtains Legal Opinion that Eden District Council’s Masterplan Consultation:

‘falls woefully short of the legal requirements of a valid consultation process’.

 On 10th September 2018 Eden District Council launched a public consultation exercise into the “Penrith Strategic Masterplan: A Vision to 2050”. This Masterplan envisages doubling the size of Penrith by building a New Town/Series of Garden Villages on high ground behind Penrith’s iconic Beacon and building on the Beacon itself.
